Athena Chapman
Athena Chapman, MPP is President of Chapman Consulting where she provides strategic planning, meeting facilitation, and organizational support to a variety of health care related organizations. Previously, Chapman served as the vice president of State Programs for the California Association of Health Plans where she supported California’s Medi-Cal and Covered California health plans. In this capacity Chapman worked with state and federal regulatory agencies provider organizations, consumer advocates, unions, and other stakeholders on regulation development and implementation. Chapman also worked at the Medi-Cal Managed Care Division at the Department of Health Care Services, focusing on managed care quality, policy, oversight, and contracting. Chapman began her career in health care policy as Presidential Management Fellow with the Centers for Medicare and Medicaid Services, where she monitored the effective delivery of managed care programs for Medicaid and Medicare beneficiaries in the western region.
Elizabeth Evenson
Elizabeth Evenson, our Vice President, leverages over 12 years’ experience in policy development. Prior to joining the Chapman Consulting team, Evenson served as the associate director for State Programs at the California Association of Health Plans where she represented the Medi-Cal Managed Care Plans regulated by the Department of Health Care Services. Evenson has also served as a legislative analyst for the State California at the Department of Resources, Recycling, and Recovery, and the Department of Conservation.
Samantha Pellón
Samantha Pellón, MPH, our Vice President, brings deep experience in healthcare advocacy and policy. Pellón previously served as the Director of Medicaid Policy and Programs at Aurrera Health Group, leading program development and implementation of the ACEs Aware initiative, a statewide initiative to offer Medi-Cal providers training, clinical protocols, and payment for screening children and adults for toxic stress and Adverse Childhood Experiences. Pellón previously worked for the California Medical Association (CMA) as an Associate Director of Policy for several years, advising senior leadership, clinical providers, and stakeholders on health care policy, regulatory, and legislative strategies as it concerns public health priorities for the association. Pellón also previously worked for the American Lung Association in California, leading their advocacy efforts on tobacco control and lung health, and was a previous employee of the Public Health Institute and California Department of Health Care Services.
Gretchen Schroeder
Gretchen Schroeder, MPH, is our Senior Director with over 20 years of experience working with community-based organizations, counties, and healthcare providers to transition to new Medi-Cal programs, payment models, and contracts, Schroeder’s expertise is in translating policies into meaningful change. Schroeder is a community health strategist with experience in public health policy, program implementation and management, and systems change.
Donna Hoffman Cullinan
Donna Hoffman Cullinan, our Director of External Affairs/Business Development, brings 15+ years of experience in policy and advocacy and extensive expertise to our team. Prior to joining Chapman Consulting, Donna most recently worked for find help, the nation’s leading social care referral platform, where she led government relations strategy across the western states on issues related to social care technology including privacy, consent, and the alignment of health care and social care to address social drivers of health. Donna previously spent over a decade in nonprofit advocacy, leading early childhood efforts for MomsRising and Council for a Strong America. She also spent five years with the California WIC Association, supporting child nutrition and breastfeeding policy and advocacy efforts at the state and national level. Donna has a Bachelor’s Degree in International Relations from the University of California, Davis and was a 2018-2019 Economic Justice Policy Fellow with the Women’s Foundation of California’s Solis Policy Institute. A Northern California native, Donna lives in Sacramento, CA with her husband, two sons, and two rascally dogs. ,
Heather Miau
Heather Miau, our Senior Policy Analyst, has a rich background in environmental consulting. Heather previously worked as an Operations Associate at Sustento Group, an environmental consulting firm located in Los Angeles, where she managed the completion of stakeholder reports and contributed to various projects for the Mayor’s Office of Los Angeles and the Los Angeles Department of Water and Power. Heather received her Bachelor of Science in Environmental Science from the University of California, Los Angeles, where she began developing a passion for policy analysis and social impact.
Roxanne Bledsoe
Roxanne Bledsoe, our Director of Operations/Projects, expertly navigates health policy complexities. Bledsoe previously worked as a Project Coordinator at Mercer Health & Benefits, as a part of Government Human Services Consulting practice. Bledsoe has coordinated and prioritized competing project deliverables (e.g., final Medicaid rate packages, weekly deliverables, RFPs, etc.) for multiple State Medicaid clients ensuring the team regularly exceeded client expectations. Bledsoe has 20 years’ career experience supporting clients by editing and creating documents that adhere to standards and providing editorial peer review of documents before final distribution.
Chloe Breaker
Chloe Breaker is our Project Coordinator providing operational support to the team and Executive Assistant to our president, Athena Chapman. Chloe previously worked as an Executive Assistant, supporting a handful of Executives on the Marketing team at Western Union. At Western Union, Chloe’s responsibilities included complex calendar management, scheduling meetings with global attendees, arranging intricate travel itineraries, processing and managing expense reports and purchase orders, and preparing dynamic presentations. Additionally, she managed team engagement and the onboarding of new hires. Chloe also worked at health equity-focused non-profit, Insure the Uninsured Project (ITUP) on the Programs team. She helped plan and execute event programming and worked closely with the Executive Director to manage the organization’s calendar. Chloe holds bachelor’s degrees in both Spanish and Psychology from the University of California, Davis.
