Roxanne Bledsoe serves as Chief of Staff, bringing more than
20 years of experience in operations, project management, and executive support
within complex government consulting environments. She partners closely with
leadership to translate strategic priorities into actionable plans, streamline
cross-functional initiatives, and strengthen the systems and standards that
drive organizational effectiveness. Known for her discipline, precision, and
ability to manage competing priorities, Roxanne oversees executive workflows,
project governance, and quality control processes to ensure high-impact
deliverables and sustainable growth. She previously supported State Medicaid
clients within the Government Human Services Consulting practice at Mercer
Health & Benefits and served honorably in the United States Navy, where she
developed her mission-driven approach to leadership and execution.
Senior Policy Director
Gretchen Schroeder, MPH, Senior Policy Director with over 20 years of experience working with community-based organizations, counties, and healthcare providers to transition to new Medi-Cal programs, payment models, and contracts. Gretchen is a community health strategist with experience in public health policy, program implementation and management, and systems change. She has expertise in translating policies into meaningful change.
Director of External Affairs
Donna Hoffman Cullinan, MPPA, Director of External Affairs, has nearly two decades of experience in policy, advocacy, and government affairs. She led government relations strategies across the western states for Findhelp, a social care referral platform, focusing on social care technology, privacy, consent, and the integration of health and social services to address social determinants of health.
Donna has an extensive background in nonprofit and public health advocacy, having spent nearly a decade advancing early childhood initiatives with MomsRising and the Council for a Strong America. She also dedicated five years to the California WIC Association, where she championed child nutrition and breastfeeding policy at both the state and national levels.
Director of Business Development
Amelia Murphy, MPH, MBA, Director of Business Development, has over a decade of experience in health policy, strategic communications, and project management. In her prior role at ATI Advisory, she managed complex projects focused on Medicaid, Medicare, long-term services and supports, and health equity, which involved convening stakeholders through interviews and focus groups, synthesizing qualitative and survey data, and delivering actionable insights to federal, state, and health plan clients. She also designed and strategized RFP responses and webinar and newsletter outreach. Her background includes communications strategy at The Pew Charitable Trusts, data-driven program design at the Maryland Department of Aging, and stakeholder engagement across health care and aging systems.
Policy Director
Gretchen Nye, MPH, Policy Director, has nearly 15 years of experience in health policy, healthcare operations, and managed care expertise, particularly as it pertains to individuals dually-eligible for both Medicare and Medicaid. In her prior role as technical advisor in the Centers for Medicare & Medicaid Services (CMS) Medicare-Medicaid Coordination Office, Gretchen oversaw both the operations and transition of the Capitated Financial Alignment Initiative, working closely with, and providing ongoing technical assistance to, the participating states and managed care plans. She also directed CMS regulatory work intended to improve the care delivery experience of dually-eligible individuals in managed care through dual eligible special needs plans integrated with Medicaid managed care organizations.
Policy Consultant
Ann Choi, Policy Consultant, brings over 10 years of experience in public health and healthcare operations, including leadership roles at the Centers for Medicare & Medicaid Services (CMS), where she helped lead major initiatives across both Medicare and Medicaid. Her work has focused on developing equity-focused regulatory policies, supporting providers and health plans through technical assistance, and contributing to disaster recovery efforts. Ann also served as a Community Health Education Volunteer with the Peace Corps, implementing USAID-funded projects in WASH, nutrition, and youth empowerment.
Senior Policy Analyst
Heather Miau, MPA, Senior Policy Analyst, a policy professional with experience in Medicaid and Medicare policy analysis, stakeholder engagement, and regulatory research. Heather previously worked as an Operations Associate at Sustento Group, an environmental consulting firm located in Los Angeles, where she managed the completion of stakeholder reports and contributed to various projects for the Mayor’s Office of Los Angeles and the Los Angeles Department of Water and Power.
Project Coordinator
Chloe Breaker, Project Coordinator, is known for her strong communication and problem-solving skills. She has successfully managed a variety of complex projects by engaging stakeholders and adapting to shifting priorities.
Chloe’s prior experience includes supporting senior executives on the Marketing team at Western Union, where she managed complex calendars, coordinated meetings with global participants, arranged detailed travel itineraries, processed expense reports, and crafted impactful presentations. She also played a key role in team engagement initiatives and facilitated the onboarding of new hires.
Earlier in her career, Chloe worked with Insure the Uninsured Project, a health equity-focused non-profit, where she helped plan and execute event programming such as the Annual Conference.
Project Assistant
Lily Frohlich, Project Assistant, is dedicated to bringing clear, organized work to her projects. With experience in programmatic support and communications in the United States and Canada, she has supported projects related to nutrition access, family planning, and education.
Lily previously worked as a Programs and Communications Assistant for Partners in Expanding Health Quality and Access, a nonprofit whose goal is to deliver sustainable scale-up to health and development projects. In that role, she provided organizational and programmatic support for technical assistance programs and an online learning center. She has also served as the Director of Communications for the Canadian Advisory of Women Immigrants, and as a Public Affairs trainee for the U.S. Department of Agriculture’s Natural Resource Conservation Service. In these roles, she developed public-facing media for online dissemination and in-person convenings and supported internal communications.
Executive Assistant
Emily Querry, Executive Assistant, is resourceful with a strong track record of supporting C-level leaders and high-performing teams across industries. She thrives in supporting a fast-paced environment and is known for her problem-solving ability and commitment to excellence. Previously supported the CIO and five Technology VPs at Western Union, Emily brings over a decade of experience, including specialties in quality assurance and account coordination. She is passionate about building meaningful relationships and fostering efficiency through collaboration and innovation.
